Air is the sole acceptable medium for inflation of latex and foil mini balloons. They can't float because they can't hold enough helium to make them lighter than air. If wanting to mount foil balloons to a wall use them as a prop on a table or do anything else creative with them also fill them with air. This may be done by inserting a balloon pump with a short tip or a paper or plastic straw into the balloon and inflating the balloon by blowing it into the straw. The balloon will rapidly expand as a result of this.
